Admission Information
OSIPP is an educational and research institution that addresses contemporary public policy challenges from interdisciplinary and international perspectives, grounded in law, political science, and economics. Students from diverse countries and backgrounds come together to develop policy analysis skills and leadership capabilities by integrating theory and practice.
We offer various flexible arrangements to support students who are working while pursuing their studies. OSIPP provides an environment where students can build on their professional experience and acquire the expertise needed to play leading roles at the forefront of global public policy. At OSIPP, students may earn a Master’s degree, a Ph.D. (International Public Policy), a Ph.D. (Economics), or a Ph.D. (Law).
Research Fields
Law
In the field of Law, our curriculum ensures that students build a solid foundation in legal theory while providing an exceptionally robust framework for the study and research of international relations law, including International Law and EU Law. Our International Law faculty covers a diverse range of specializations—including human rights, investment, maritime and space law, and security. Furthermore, OSIPP maintains a dedicated teaching staff for EU Law, a rare distinction among universities in Japan. Through this comprehensive academic structure, we provide an environment where students can develop a profound understanding and critical perspective on international legal systems and their practical application.

Politics and International Relations
In the field of Politics, students explore a wide array of themes including international relations theory, conflict and peacebuilding, global governance, and the history of international relations. Focusing on diverse regions such as Japan, the United States, Africa, and East Asia, our program aims to foster a systematic understanding of contemporary global political challenges through both theoretical and practical lenses. Through small-group seminars and active discussion, students develop the capacity to analyze complex political issues within the international community and formulate effective policies and strategies.

Education and research in the field of Economics center on achieving a profound understanding of societal structures through the analysis of fundamental activities—production, distribution, and consumption—to explore pathways for building a sustainable and prosperous society. 01Our Unique and Multidisciplinary Course OfferingsShow less
A diverse curriculum prioritizing international, interdisciplinary, and practical perspectives.
Our courses are categorized into four main types.

- These basic courses cover the fundamentals of Law, Politics, and Economics. Since OSIPP students come from a wide variety of academic backgrounds, these classes are designed to support those who wish to strengthen their undergraduate-level foundations in these core disciplines.

Experts in law, political science, economics, and sociology are actively engaged in cutting-edge research. The program emphasizes data analysis and practice-oriented learning.
We work closely with Graduate School of Law and Politics, the University of Osaka Law School, Graduate School of Economics, and Institute of Social and Economic Research.
Courses are also taught by practitioners with extensive real-world experience, including professionals from international organizations and central government agencies, as well as diplomats, journalists, researchers at think tanks, and entrepreneurs.

Study While Balancing Work and Family Life
We have designed class schedules and course delivery methods to accommodate students who work full-time or have childcare or caregiving responsibilities. Thesis supervision is also available online.
In addition, we offer a long-term study option that allows students to complete their studies over a longer period than the standard duration (two years for the master’s program and three years for the doctoral program).

A Curriculum Designed to Meet Diverse Student Needs
Students may earn credits not only at other graduate schools within University of Osaka, including the Graduate School of Law and Politics and the Graduate School of Economics, but also at partner institutions such as Kyoto University and Kobe University.
For the doctoral program, we offer October enrollment. Entrance examinations for October enrollment are held in the fall, while those for April enrollment are held in the winter.
The standard duration of study is two years for the master’s program and three years for the doctoral program. However, students who are recognized as having demonstrated outstanding academic achievement may be eligible to obtain their degree after at least one year of enrollment.
06Rigorous Thesis SupervisionShow less
Comprehensive Support for Thesis Writing as the Culmination of Learning
In the preparation of a master’s thesis, students complete a first draft in the latter half of their second year and then give a public oral presentation before a panel of three examiners.
During the oral presentation, not only the content of the thesis but also the student’s ability to give an effective presentation is assessed.
Students then revise the thesis based on the advice they receive at the presentation and proceed to the final examination. Following approval by the faculty council, the degree is awarded.

OSIPP Was the First in Japan to Introduce Internship Courses
Since its establishment, OSIPP has placed great importance on the educational value of internships as part of its mission to train highly skilled professionals, and it has actively encouraged graduate students to participate in them. Each year, OSIPP provides many students with internship opportunities both in Japan and abroad.

Strong Commitment to Student Support
Various systems and programs are in place to support students’ research activities. In addition to scholarships from the Japan Student Services Organization (JASSO), students are also informed on an ongoing basis of scholarship opportunities offered by local governments and private organizations.
Students who have difficulty paying tuition for financial reasons and who demonstrate strong academic performance may be eligible for full or half tuition exemption. Paid opportunities are also available as research assistants, teaching assistants, tutors for international students, and in other on-campus part-time positions.
Early Completion Program (Master’s Program)
Since the 2019 academic year, OSIPP has offered a Non-Degree Student Program specifically for 4th-year students at the the University of Osaka School of Law who wish to pursue graduate studies at our school. Through this program, students can take OSIPP Master’s courses concurrently with their undergraduate studies and earn up to 10 credits. These credits can be officially recognized and counted toward graduation requirements after enrolling in the OSIPP Master’s program. As a result, students can complete their studies and earn a Master of International Public Policy in as little as one year.
